アメリカの黒人がまだ一般の市民としての資格を持たず、そのように扱われていなかった前世紀のアメリカを歌ったものだが、これは１９６３年に実際にあった話で、その後、このザンジンジャーという殺人犯は６ヶ月の刑期を終えることなく、タバコの収穫期を迎えて仮釈放されたという。
ディランは街角で聴衆を集めて実際にあった出来事を歌う吟遊詩人の手法を用いて、同時代の出来事を伝統的な様式で歌にしている。
こういう恥ずべき出来事は、昔のアメリカのことだろうと思うだろうが、近い未来の日本にも十分に起こりうる要素は多々あると言える。
現在、なかなか進行しない日本の構造改革*2がいずれ成功するとして、そのときの日本は各地域が独自の経済発展を達成し、外国とも独自の関係を結び、それぞれ独自の地域のあり方でいま以上（これまで以上に）発展することになるが、そのときに「県」レベルの政治の私物化は（その地域の「力」の結集によって）（十分に）可能になる。まっとうな労働力はもちろん非合法な組織暴力、未組織暴力要員までをも含む地域社会において当然、外国人労働者は二級市民、三級市民の資格しか持たなくなる。そして「県」政が何らかのかたちである有力な人脈によって私物化に近い状態になっていれば、この歌のようなことは十分に起こりうる条件は整うことになる。ということをこの２００５年５月のこの日のエントリーで予言しておくとしよう。
